一、领事馆认证的定义
领事馆认证是领事馆认证机构根据自然人、法人或其他组织的申请，对国内涉外公证/书、其他证明文书或国外有关文书上较后一个印鉴、签名予以确认的活动。
二、领事馆认证的目的
根据国际惯例和中外领事馆实践，领事馆认证的目的是使我国出具的文书能在其他country境内得以承认，不会因怀疑文书上的印鉴、签名的真实性而影响其域外的法律效力。
三、新中国领事馆认证发展
领事馆认证是为了相互便利文书往来而在领事馆实践中逐渐形成的国际惯例。新中国成立60年来，尤其是改革开放以来我国领事馆认证工作得到充分发展，已形成以外交部认证司为中心的国内外多层次认证体系，符合我国国情，总体与国际接轨。
